Below is the NY Times article, but the headline writer does not recognize what was really important. Much of the article focuses on why we didn't know about it, as does the headline of the article. Both are important, but the real problem is what was in fact occurring in Iraq. Had Only Very Little Data on Iraqi Arms, Ex-Inspector Says By JAMES RISEN ASHINGTON, Jan. 25 — American intelligence agencies failed to detect that Iraq's unconventional weapons programs were in a state of disarray in recent years under the increasingly erratic leadership of Saddam Hussein, the C.I.A.`s former chief weapons inspector said in an interview late Saturday. The inspector, David A. Kay, who led the government's efforts to find evidence of Iraq's illicit weapons programs until he resigned on Friday, said the C.I.A. and other intelligence agencies did not realize that Iraqi scientists had presented ambitious but fanciful weapons programs to Mr. Hussein and had then used the money for other purposes. Dr. Kay also reported that Iraq attempted to revive its efforts to develop nuclear weapons in 2001 and 2002, but never got as far toward making a bomb as Iran and Libya did. He said Baghdad was actively working to produce a biological weapon using the poison ricin until the American invasion last March. But in general, Dr. Kay said, the C.I.A. and other agencies failed to recognize that Iraq had all but abandoned its efforts to produce large quantities of chemical or biological weapons after the first Persian Gulf war, in 1991. In interviews after he was captured, Tariq Aziz, the former deputy prime minister, told Dr. Kay that Mr. Hussein had become increasingly divorced from reality during the last two years of his rule. Mr. Hussein would send Mr. Aziz manuscripts of novels he was writing, even as the American-led coalition was gearing up for war, Dr. Kay said. Dr. Kay said the fundamental errors in prewar intelligence assessments were so grave that he would recommend that the Central Intelligence Agency and other organizations overhaul their intelligence collection and analytical efforts. Dr. Kay said analysts had come to him, "almost in tears, saying they felt so badly that we weren't finding what they had thought we were going to find — I have had analysts apologizing for reaching the conclusions that they did." In response to Dr. Kay's comments, an intelligence official said Sunday that while some prewar assessments may have been wrong, "it is premature to say that the intelligence community's judgments were completely wrong or largely wrong — there are still a lot of answers we need." The official added, however, that the C.I.A. had already begun an internal review to determine whether its analytical processes were sound. Dr. Kay said that based on his team's interviews with Iraqi scientists, reviews of Iraqi documents and examinations of facilities and other materials, the administration was also almost certainly wrong in its prewar belief that Iraq had any significant stockpiles of illicit weapons. "I'm personally convinced that there were not large stockpiles of newly produced weapons of mass destruction," Dr. Kay said. "We don't find the people, the documents or the physical plants that you would expect to find if the production was going on. "I think they gradually reduced stockpiles throughout the 1990's. Somewhere in the mid-1990's, the large chemical overhang of existing stockpiles was eliminated." While it is possible Iraq kept developing "test amounts" of chemical weapons and was working on improved methods of production, he said, the evidence is strong that "they did not produce large amounts of chemical weapons throughout the 1990's." Regarding biological weapons, he said there was evidence that the Iraqis continued research and development "right up until the end" to improve their ability to produce ricin. "They were mostly researching better methods for weaponization," Dr. Kay said. "They were maintaining an infrastructure, but they didn't have large-scale production under way." He added that Iraq did make an effort to restart its nuclear weapons program in 2000 and 2001, but that the evidence suggested that the program was rudimentary at best and would have taken years to rebuild, after being largely abandoned in the 1990's. "There was a restart of the nuclear program," he said. "But the surprising thing is that if you compare it to what we now know about Iran and Libya, the Iraqi program was never as advanced," Dr. Kay said. Dr. Kay said Iraq had also maintained an active ballistic missile program that was receiving significant foreign assistance until the start of the American invasion. He said it appeared that money was put back into the nuclear weapons program to restart the effort in part because the Iraqis realized they needed some kind of payload for their new rockets. While he urged that the hunt should continue in Iraq, he said he believed "85 percent of the significant things" have already been uncovered, and cautioned that severe looting in Iraq after Mr. Hussein was toppled in April had led to the loss of many crucial documents and other materials. That means it will be virtually impossible to ever get a complete picture of what Iraq was up to before the war, he added. "There is going to be an irreducible level of ambiguity because of all the looting," Dr. Kay said. Dr. Kay said he believed that Iraq was a danger to the world, but not the same threat that the Bush administration publicly detailed. "We know that terrorists were passing through Iraq," he said. "And now we know that there was little control over Iraq's weapons capabilities. I think it shows that Iraq was a very dangerous place. The country had the technology, the ability to produce, and there were terrorist groups passing through the country — and no central control." C.I.A. Missed Signs of Chaos But Dr. Kay said the C.I.A. missed the significance of the chaos in the leadership and had no idea how badly that chaos had corrupted Iraq's weapons capabilities or the threat it raised of loose scientific knowledge being handed over to terrorists. "The system became so corrupt, and we missed that," he said. He said it now appeared that Iraq had abandoned the production of illicit weapons and largely eliminated its stockpiles in the 1990's in large part because of Baghdad's concerns about the United Nations weapons inspection process. He said Iraqi scientists and documents show that Baghdad was far more concerned about United Nations inspections than Washington had ever realized. "The Iraqis say that they believed that Unscom was more effective, and they didn't want to get caught," Dr. Kay said, using an acronym for the inspection program, the United Nations Special Commission. The Iraqis also feared the disclosures that would come from the 1995 defection of Hussein Kamel, Mr. Hussein's son-in-law, who had helped run the weapons programs. Dr. Kay said one Iraqi document that had been found showed the extent to which the Iraqis believed that Mr. Kamel's defection would hamper any efforts to continue weapons programs. In addition, Dr. Kay said, it is now clear that an American bombing campaign against Iraq in 1998 destroyed much of the remaining infrastructure in chemical weapons programs. Dr. Kay said his team had uncovered no evidence that Niger had tried to sell uranium to Iraq for its nuclear weapons program. In his State of the Union address in 2003, President Bush reported that British intelligence had determined that Iraq was trying to import uranium from an African nation, and Niger's name was later put forward. "We found nothing on Niger," Dr. Kay said. He added that there was evidence that someone did approach the Iraqis claiming to be able to sell uranium and diamonds from another African country, but apparently nothing came of the approach. The original reports on Niger have been found to be based on forged documents, and the Bush administration has since backed away from its initial assertions. Dr. Kay added that there was now a consensus within the United States intelligence community that mobile trailers found in Iraq and initially thought to be laboratories for biological weapons were actually designed to produce hydrogen for weather balloons, or perhaps to produce rocket fuel. While using the trailers for such purposes seems bizarre, Dr. Kay said, "Iraq was doing a lot of nonsensical things" under Mr. Hussein. The intelligence reports that Iraq was poised to use chemical weapons against invading troops were false, apparently based on faulty reports and Iraqi disinformation, Dr. Kay said. When American troops found that Iraqi troops had stored defensive chemical-weapons suits and antidotes, Washington assumed the Iraqi military was poised to use chemicals against American forces. But interviews with Iraqi military officers and others have shown that the Iraqis kept the gear because they feared Israel would join an American-led invasion and use chemical weapons against them. Role of Republican Guards Dr. Kay said interviews with senior officers of the Special Republican Guards, Mr. Hussein's most elite units, had suggested that prewar intelligence reports were wrong in warning that these units had chemical weapons and would use them against American forces as they closed in on Baghdad. The former Iraqi officers reported that no Special Republican Guard units had chemical or biological weapons, he said. But all of the officers believed that some other Special Republican Guard unit had chemical weapons. "They all said they didn't have it, but they thought other units had it," Dr. Kay said. He said it appeared they were the victims of a disinformation campaign orchestrated by Mr. Hussein. Dr. Kay said there was also no conclusive evidence that Iraq had moved any unconventional weapons to Syria, as some Bush administration officials have suggested. He said there had been persistent reports from Iraqis saying they or someone they knew had see cargo being moved across the border, but there is no proof that such movements involved weapons materials. Dr. Kay said the basic problem with the way the C.I.A. tried to gauge Iraq's weapons programs is now painfully clear: for five years, the agency lacked its own spies in Iraq who could provide credible information. During the 1990's, Dr. Kay said, the agency became spoiled by on-the-ground intelligence that it obtained from United Nations weapons inspectors. But the quality of the information plunged after the teams were withdrawn in 1998. "Unscom was like crack cocaine for the C.I.A.," Dr. Kay said. "They could see something from a satellite or other technical intelligence, and then direct the inspectors to go look at it." The agency became far too dependent on spy satellites, intercepted communications and intelligence developed by foreign spies and by defectors and exiles, Dr. Kay said. While he said the agency analysts who were monitoring Iraq's weapons programs did the best they could with what they had, he argued that the agency failed to make it clear to American policy makers that their assessments were increasingly based on very limited information. "I think that the system should have a way for an analyst to say, `I don't have enough information to make a judgment,' " Dr. Kay said. "There is really not a way to do that under the current system." He added that while the analysts included caveats on their reports, those passages "tended to drop off as the reports would go up the food chain" inside the government. As a result, virtually everyone in the United States intelligence community during both the Clinton and the current Bush administrations thought Iraq still had the illicit weapons, he said. And the government became a victim of its own certainty. "Alarm bells should have gone off when everyone believes the same thing," Dr. Kay said. "No one stood up and said, `Let's examine the footings for these conclusions.' I think you ought to have a place for contrarian views in the system." Finds No Pressure From Bush Dr. Kay said he was convinced that the analysts were not pressed by the Bush administration to make certain their prewar intelligence reports conformed to a White House agenda on Iraq. Last year, some C.I.A. analysts said they had felt pressed to find links between Iraq and Al Qaeda to suit the administration. While Dr. Kay said he has no knowledge about that issue, he did believe that pressure was placed on analysts regarding the weapons programs. "All the analysts I have talked to said they never felt pressured on W.M.D.," he said. "Everyone believed that they had W.M.D." Dr. Kay also said he never felt pressed by the Bush administration to shape his own reports on the status of Iraq's weapons. He said that in a White House meeting with Mr. Bush last August, the president urged him to uncover what really happened. "The only comment I ever had from the president was to find the truth," Dr. Kay said. "I never got any pressure to find a certain outcome." Dr. Kay, a former United Nations inspector who was brought in last summer to run the Iraq Survey Group by George J. Tenet, the director of central intelligence, said he resigned his post largely because he disagreed with the decision in November by the administration and the Pentagon to shift intelligence resources from the hunt for banned weapons to counterinsurgency efforts inside Iraq. Dr. Kay is being succeeded by Charles A. Duelfer, another former United Nations inspector, who has also expressed skepticism about whether the United States will find any chemical or biological weapons. Dr. Kay said the decision to shift resources away from the weapons hunt came at a time of "near panic" among American officials in Baghdad because of rising casualties caused by bombings and ambushes of American troops. He added that the decision ran counter to written assurances he had been given when he took the job, and that the shift in resources had severely hampered the weapons hunt. He said that there is only a limited amount of time left to conduct a thorough search before a new Iraqi government takes over in the summer, and that there are already signs of resistance to the work by Iraqi government officials. | Saturday, January 24, 2004

Bush's strategy for ReelectionPaul Krugman has a clear idea of Roves' strategy for the reelection of Bush.But his political handlers seem to have decided on a go-for-broke strategy: confuse the middle one last time, energize the base and grab enough power that the consequences don't matter. What do I mean by confusing the middle? The striking thing about the "visionary" proposals floated in advance of the State of the Union is their transparent cynicism and lack of realism. Mr. Bush has, of course, literally promised us the Moon — and Mars, too. And the ever-deferential media have managed to keep a straight face. Stealing the Next ElectionThis is the best article I have seen on the dangers of electronic voting.NY Times -------------------------------------------------------------------------------- January 18, 2004 Fixing Democracy he morning after the 2000 election, Americans woke up to a disturbing realization: our electoral system was too flawed to say with certainty who had won. Three years later, things may actually be worse. If this year's presidential election is at all close, there is every reason to believe that there will be another national trauma over who the rightful winner is, this time compounded by troubling new questions about the reliability of electronic voting machines. This is no way to run a democracy. Americans are rightly proud of their system of government, and eager to share it with the rest of the world. But the key principle behind it, that our leaders govern with the consent of the governed, requires a process that accurately translates the people's votes into political power. Too often, the system falls short. Throughout this presidential election year, we will be taking a close look at the mechanics of our democracy and highlighting aspects that cry out for reform. Among the key issues: Voting Technology An accurate count of the votes cast is the sine qua non of a democracy, but one that continues to elude us. As now-discredited punch-card machines are being abandoned, there has been a shift to electronic voting machines with serious reliability problems of their own. Many critics, including computer scientists, have been sounding the alarm: through the efforts of a hacker on the outside or a malicious programmer on the inside, or through purely technical errors, these machines could misreport the votes cast. They are right to be concerned. There is a fast-growing list of elections in which electronic machines have demonstrably failed, or produced dubious but uncheckable results. One of the most recent occurred, fittingly enough, in Palm Beach and Broward Counties in Florida just this month. Touch-screen machines reported 137 blank ballots in a special election for a state House seat where the margin of victory was 12 votes. The second-place finisher charged that faulty machines might have cost him the election. "People do not go to the polls in a one-issue election and not vote," he said. But since the machines produce no paper record, there was no way to check. It is little wonder that last month, Fortune magazine named paperless voting its "worst technology" of 2003. To address these concerns, electronic voting machines should produce a paper trail — hard-copy receipts that voters can check to ensure that their vote was accurately reported, and that can later be used in a recount. California recently took the lead on this issue, mandating paper trails from its machines by July 2006. A bill introduced by Representative Rush Holt would do the same nationally. Congress should make every effort to put paper trails in place by this fall. Compounding the technology issues are the political entanglements of voting machine companies. Walden O'Dell, the head of Diebold Inc., has raised large sums for President Bush, and pledged in a fund-raising letter that he was "committed to helping Ohio deliver its electoral votes to the president" in 2004. Diebold is hardly alone among major voting machine manufacturers in contributing to elected officials, who represent virtually their only market. But the public has a right to expect that voting machine companies that run elections will not also seek to influence them. Internet voting will be allowed in the Michigan caucuses next month and, for the first time, in the general election in a Pentagon-operated pilot program for overseas voters. Internet voting raises all of the security concerns of electronic voting and more. Given that major corporations regularly find their Web sites and databases hacked, and "Trojan horses" can take over home computers, it's questionable whether any Internet voting can be made completely secure. The Pentagon's program was adopted with disturbingly little publicity or debate. The public is entitled to know more about how it will work, and how it will be protected. Voter Participation Our ideal of government with the consent of the governed presumes universal participation in elections, or something close to it. But even in the hotly contested 2000 presidential election, a mere 51 percent of voters went to the polls, down from 63 percent in 1960, and far less than in most mature democracies. We no longer have poll taxes, but there are still significant obstacles to voting. In Florida in 2000, Katherine Harris, then the secretary of state, hired a private company to purge the voting rolls of felons, but ended up purging many nonfelons as well. There will be more voting roll purges this year, and little scrutiny is being given to how secretaries of state, many of whom are highly political, are conducting them. And the Help America Vote Act, passed after the 2000 debacle, includes new requirements for voter identification that could be used in some states to turn away voters. More broadly, we need a national commitment to increasing registration and turnout. Seven states allow some form of election-day registration, which appears to raise turnout. Voting by mail, making Election Day a holiday, and similar reforms can also help. And there is a movement to roll back laws denying the vote to nearly five million people with felony convictions, 36 percent of them black males. Competitive Elections The founders intended the House of Representatives to be the branch most responsive to the passions of the people. But with the rise of partisan gerrymandering, redistricting to favor the party in control of the process, competitive House elections are becoming virtually obsolete. Only four challengers defeated incumbents in the 2002 general elections, a record low, and in the nation's 435 Congressional districts, there may be no more than 30 this year where the outcome is truly in doubt. Pennsylvania is a classic case. After the 2000 census, Republicans, who controlled the state legislature, used powerful computers to draw bizarrely shaped districts — which were given names like "upside-down Chinese dragon" — that maximized Republican voting strength. They paired Democratic incumbents in a single district, so they would have to run against each other, and fashioned new districts where Republicans would have an easy ride. As a result, a state with nearly 500,000 more Democrats than Republicans has a Congressional delegation with 12 Republicans and just 7 Democrats. Partisan gerrymandering takes control of Congress away from the voters, and puts it in the hands of legislative redistricters. It can also profoundly distort the political direction of the country. In four states that are almost precisely evenly divided between Republicans and Democrats — Florida, Pennsylvania, Ohio and Michigan — Republican legislators drew district lines so that 51 of the 77 seats are Republican, a nearly two-to-one edge. Last month, the Supreme Court heard arguments in a potential landmark case challenging Pennsylvania's lines. The court could, and should, use it to establish constitutional limits on redistricting for partisan advantage. Another solution states can adopt on their own — although parties in control of state government will have little incentive to — is appointing nonpartisan commissions to draw district lines that will produce competitive races. Thomas Jefferson advised that "elective government" is "the best permanent corrective of the errors or abuses of those entrusted with power." His faith in democracy was well placed, but for elective government to play this critical role, the elections must be inclusive and fair, and they must use machinery that works. Drudge and Slate both misrepresent ClarkThe Columbia School of Journalism has a new web site called The Campaign Desk. Essentially they have decided to referee the journalism during the 2004 Presidential Election season.It's about time! They started out with a description of how today (Jan 15, 2004) Matt Drudge completely misrepresented the testimony of General Clark regarding the war in Iraq. Then they go on to characterize the comments by Chris Suellentrop in Slate on January 14, 2004 as "it is Suellentrop's headlines that seem written "imprecisely off the cuff," not Clark's statements. " They are really being remarkably polite to Chris. This web site will get a real workout this year considering that the Bush administration operates either in secrecy or by misrepresenting themselves and their opponents, and that most of the so-called "objective" Press is simply too damned lazy to do any real reporting or even decent fact-checking before quoting (negative) common wisdom as fact. That's besides the right-wing Press such as the Washington Times, FOX News, the New York Post, or the Weekly Standard who do nothing except regurgitate right-wing lies for public consumption. | A Pattern of DeceptionI missed this editorial earlier. It is not a flattering picture of Bush at all. He comes off as an ignorant puppet being manipulated by Dick Cheney and Karl Rove.Bush Sought ‘Way’ To Invade Iraq? Jan. 11, 2004 Source CBS News A year ago, Paul O'Neill was fired from his job as George Bush's Treasury Secretary for disagreeing too many times with the president's policy on tax cuts. Now, O'Neill - who is known for speaking his mind - talks for the first time about his two years inside the Bush administration. His story is the centerpiece of a new book being published this week about the way the Bush White House is run. Entitled "The Price of Loyalty," the book by a former Wall Street Journal reporter draws on interviews with high-level officials who gave the author their personal accounts of meetings with the president, their notes and documents. But the main source of the book was Paul O'Neill. Correspondent Lesley Stahl reports. Paul O'Neill says he is going public because he thinks the Bush Administration has been too secretive about how decisions have been made. Will this be seen as a “kiss-and-tell" book? “I've come to believe that people will say damn near anything, so I'm sure somebody will say all of that and more,” says O’Neill, who was George Bush's top economic policy official. In the book, O’Neill says that the president did not make decisions in a methodical way: there was no free-flow of ideas or open debate. At cabinet meetings, he says the president was "like a blind man in a roomful of deaf people. There is no discernible connection," forcing top officials to act "on little more than hunches about what the president might think." This is what O'Neill says happened at his first hour-long, one-on-one meeting with Mr. Bush: “I went in with a long list of things to talk about, and I thought to engage on and as the book says, I was surprised that it turned out me talking, and the president just listening … As I recall, it was mostly a monologue.” He also says that President Bush was disengaged, at least on domestic issues, and that disturbed him. And he says that wasn't his experience when he worked as a top official under Presidents Nixon and Ford, or the way he ran things when he was chairman of Alcoa. O'Neill readily agreed to tell his story to the book's author Ron Suskind – and he adds that he's taking no money for his part in the book. Suskind says he interviewed hundreds of people for the book – including several cabinet members. O'Neill is the only one who spoke on the record, but Suskind says that someone high up in the administration – Donald Rumsfeld - warned O’Neill not to do this book. Was it a warning, or a threat? “I don't think so. I think it was the White House concerned,” says Suskind. “Understandably, because O'Neill has spent extraordinary amounts of time with the president. They said, ‘This could really be the one moment where things are revealed.’" Not only did O'Neill give Suskind his time, he gave him 19,000 internal documents. “Everything's there: Memoranda to the President, handwritten "thank you" notes, 100-page documents. Stuff that's sensitive,” says Suskind, adding that in some cases, it included transcripts of private, high-level National Security Council meetings. “You don’t get higher than that.” And what happened at President Bush's very first National Security Council meeting is one of O'Neill's most startling revelations. “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go,” says O’Neill, who adds that going after Saddam was topic "A" 10 days after the inauguration - eight months before Sept. 11. “From the very first instance, it was about Iraq. It was about what we can do to change this regime,” says Suskind. “Day one, these things were laid and sealed.” As treasury secretary, O'Neill was a permanent member of the National Security Council. He says in the book he was surprised at the meeting that questions such as "Why Saddam?" and "Why now?" were never asked. "It was all about finding a way to do it. That was the tone of it. The president saying ‘Go find me a way to do this,’" says O’Neill. “For me, the notion of pre-emption, that the U.S. has the unilateral right to do whatever we decide to do, is a really huge leap.” And that came up at this first meeting, says O’Neill, who adds that the discussion of Iraq continued at the next National Security Council meeting two days later. He got briefing materials under this cover sheet. “There are memos. One of them marked, secret, says, ‘Plan for post-Saddam Iraq,’" adds Suskind, who says that they discussed an occupation of Iraq in January and February of 2001. Based on his interviews with O'Neill and several other officials at the meetings, Suskind writes that the planning envisioned peacekeeping troops, war crimes tribunals, and even divvying up Iraq's oil wealth. He obtained one Pentagon document, dated March 5, 2001, and entitled "Foreign Suitors for Iraqi Oilfield contracts," which includes a map of potential areas for exploration. “It talks about contractors around the world from, you know, 30-40 countries. And which ones have what intentions,” says Suskind. “On oil in Iraq.” During the campaign, candidate Bush had criticized the Clinton-Gore Administration for being too interventionist: "If we don't stop extending our troops all around the world in nation-building missions, then we're going to have a serious problem coming down the road. And I'm going to prevent that." “The thing that's most surprising, I think, is how emphatically, from the very first, the administration had said ‘X’ during the campaign, but from the first day was often doing ‘Y,’” says Suskind. “Not just saying ‘Y,’ but actively moving toward the opposite of what they had said during the election.” The president had promised to cut taxes, and he did. Within six months of taking office, he pushed a trillion dollars worth of tax cuts through Congress. But O'Neill thought it should have been the end. After 9/11 and the war in Afghanistan, the budget deficit was growing. So at a meeting with the vice president after the mid-term elections in 2002, Suskind writes that O'Neill argued against a second round of tax cuts. “Cheney, at this moment, shows his hand,” says Suskind. “He says, ‘You know, Paul, Reagan proved that deficits don't matter. We won the mid-term elections, this is our due.’ … O'Neill is speechless.” ”It was not just about not wanting the tax cut. It was about how to use the nation's resources to improve the condition of our society,” says O’Neill. “And I thought the weight of working on Social Security and fundamental tax reform was a lot more important than a tax reduction.” Did he think it was irresponsible? “Well, it's for sure not what I would have done,” says O’Neill. The former treasury secretary accuses Vice President Dick Cheney of not being an honest broker, but, with a handful of others, part of "a praetorian guard that encircled the president" to block out contrary views. "This is the way Dick likes it," says O’Neill. Meanwhile, the White House was losing patience with O'Neill. He was becoming known for a series of off-the-cuff remarks his critics called gaffes. One of them sent the dollar into a nosedive and required major damage control. Twice during stock market meltdowns, O'Neill was not available to the president: He was out of the country - one time on a trip to Africa with the Irish rock star Bono. “Africa made an enormous splash. It was like a road show,” says Suskind. “He comes back and the president says to him at a meeting, ‘You know, you're getting quite a cult following.’ And it clearly was not a joke. And it was not said in jest.” Suskind writes that the relationship grew tenser and that the president even took a jab at O'Neill in public, at an economic forum in Texas. The two men were never close. And O'Neill was not amused when Mr. Bush began calling him "The Big O." He thought the president's habit of giving people nicknames was a form of bullying. Everything came to a head for O'Neill at a November 2002 meeting at the White House of the economic team. “It's a huge meeting. You got Dick Cheney from the, you know, secure location on the video. The President is there,” says Suskind, who was given a nearly verbatim transcript by someone who attended the meeting. He says everyone expected Mr. Bush to rubber stamp the plan under discussion: a big new tax cut. But, according to Suskind, the president was perhaps having second thoughts about cutting taxes again, and was uncharacteristically engaged. “He asks, ‘Haven't we already given money to rich people? This second tax cut's gonna do it again,’” says Suskind. “He says, ‘Didn’t we already, why are we doing it again?’” Now, his advisers, they say, ‘Well Mr. President, the upper class, they're the entrepreneurs. That's the standard response.’ And the president kind of goes, ‘OK.’ That's their response. And then, he comes back to it again. ‘Well, shouldn't we be giving money to the middle, won't people be able to say, ‘You did it once, and then you did it twice, and what was it good for?’" But according to the transcript, White House political advisor Karl Rove jumped in. “Karl Rove is saying to the president, a kind of mantra. ‘Stick to principle. Stick to principle.’ He says it over and over again,” says Suskind. “Don’t waver.” In the end, the president didn't. And nine days after that meeting in which O'Neill made it clear he could not publicly support another tax cut, the vice president called and asked him to resign. With the deficit now climbing towards $400 billion, O'Neill maintains he was in the right. But look at the economy today. “Yes, well, in the last quarter the growth rate was 8.2 percent. It was terrific,” says O’Neill. “I think the tax cut made a difference. But without the tax cut, we would have had 6 percent real growth, and the prospect of dealing with transformation of Social Security and fundamentally fixing the tax system. And to me, those were compelling competitors for, against more tax cuts.” While in the book O'Neill comes off as constantly appalled at Mr. Bush, he was surprised when Stahl told him she found his portrait of the president unflattering. “Hmmm, you really think so,” asks O’Neill, who says he isn’t joking. “Well, I’ll be darned.” “You're giving me the impression that you're just going to be stunned if they attack you for this book,” says Stahl to O’Neill. “And they're going to say, I predict, you know, it's sour grapes. He's getting back because he was fired.” “I will be really disappointed if they react that way because I think they'll be hard put to,” says O’Neill. Is he prepared for it? “Well, I don't think I need to be because I can't imagine that I'm going to be attacked for telling the truth,” says O’Neill. “Why would I be attacked for telling the truth?” White House spokesman Scott McClellan was asked about the book on Friday and said "The president is someone that leads and acts decisively on our biggest priorities and that is exactly what he'll continue to do." © MMIII, CBS Worldwide Inc.
